There are no native controls for creating charts in UWP. You can either choose a paid solution or try and find a usable free one

Telerik UI for UWP – The lovely people at Progress have an open-source version of their “Telerik UI for UWP” which works great for Windows CoreIoT
Syncfusion – Has a community edition that is free
Live Charts – Doesn’t appear to be actively updated recently
WinRTXamlToolkit – Doesn’t appear to be actively updated recently
