If you get any download errors with the MCC then you’re in trouble, it seems its implementation today (2023-09) is still really poor and if it doesn’t download something it needs it just breaks and has no ability to self-rectify. Well, in our painful experience anyway…
The general fix seems to be to close MPLABX, rename this folder: C:\Users\[USER NAME]\.mcc\
so that its no longer used by it and then start MPLABX again, go to MCC again and it will discover it has nothing and redownload all that it needs (which can take ages).
